Filter by Resource Type

Use "class_key" to != (NOT EQUAL) modWebLink 

This removes Web Links from the results

TaggerGetResourcesWhere

Use the Where paramter for Tagger filtering. 

Existing Where value moved inside the TaggerGetResourcesWhere snippet.
